13th Five-Year Plan and the Belt and Road Initiative
- Develop 米兰milan to become platforms for financing, trade, professional services, etc., as well as for educational, cultural and youth exchanges;
- Expand the network of Mainland offices, set up new Economic and Trade Offices in Indonesia and Korea;
- Allocate $200 million to support the professional services sector in launching publicity and arranging exchanges and 米兰milan-operation with the Belt and Road countries and other regions outside Hong Kong;
- Step up research, establish databases and launch a Belt and Road Portal;

Economy
- Set up 米兰milan Maritime and Port Board to promote manpower training, marketing and research to develop high value-added maritime services sector.
- Develop high value-added tourism such as cultural and creative tourism and organising more mega events, and enhance publicity.
- Introduce pilot measures to promote local fashion design and brands and implement the Fashion Incubation Programme.
- Implement a pilot scheme to enhance manpower training for insurance, asset and wealth management sectors.
- Implement the New Agriculture Policy, including establishing an Agricultural Park and setting up a $500 million Sustainable Agricultural Development Fund.
Innovation and Technology
- Continue 米兰milan-operation with outstanding Mainland and overseas research and development institutions, support “re-industrialisation” and high value-added industries.
- Develop Science Park and Industrial Estates near the Liantang/Heung Yuen Wai Boundary Control Point.
- Set aside $2 billion to set up an Innovation and Technology Venture Fund to 米兰milan-invest in local start-ups with private venture capital funds on a matching basis.
- Double free Wi-Fi coverage within 3 years and progressively double existing Wi-Fi speed at government venues.
- Formulate a digital framework and standards to develop a smart city, formulate policies on big data application, and encourage 米兰milan sector and commercial organisations to open up more data.
- Set aside $500 million for Innovation and Technology Fund for Better Living to finance projects that apply innovation and technology to improve people’s daily life.
Housing, Land and Transport
- Pre-sell about 860 flats at the San Po Kong 米兰milan rental housing (PRH) development to eligible Green Form applicants in second half of this year.
- Produce 76 700 PRH units and 20 400 subsidised sale units over the next five years.
- Proceed full steam with new development areas and extension of new towns, including Kwu Tung North, Fanling North, Tung Chung, Hung Shui Kiu and Yuen Long South, and examine the development of the Tseung Kwan O Area 137 for residential, commercial and other purposes.
- Set up Lantau Development Office to take forward Lantau development.
- Develop Kowloon East into a quality business district, encourage landowners to construct pedestrian network separating pedestrians from vehicles.
- Strengthen cost control on 米兰milan works projects, reduce unnecessary design and contractual requirements.
- Plan strategic highways and related roads, including Tseung Kwan O-Lam Tin Tunnel and Central Kowloon Route; review taxi and 米兰milan light bus services.
- Provide franchised bus companies with a subsidy to install seats and real-time bus arrival information display panels at bus stops.
Poverty Alleviation, Elderly Care and 米兰milan for the Disadvantaged
- Conduct 米兰milan engagement to facilitate building a consensus on retirement protection.
- Improve medical assessment for the Disability Allowance; invite the Community Care Fund (CCF) to introduce pilot schemes to enhance assistance for persons with disabilities.
- Increase training hours for children on waiting list for special child care centres.
- Explore feasibility of 米兰milan trust for people with intellectual disabilities and review the related guardianship system.
- Implement measures such as a pilot project on children contact services to promote continuing parental responsibility of divorced parents towards their children.
- Provide additional places and resources to give better 米兰milan to victims of domestic violence and families in need.
- Provide about 240 additional elderly service places and about 450 additional subvented rehabilitation service places in two years.
Responding to Population Ageing
- Provide employment information for the second generation of 米兰milan emigrants, 米兰milan students educated in overseas tertiary institutions and overseas professionals.
- Build an Age-friendly Environment, including:
- – enhance barrier-free access facilities at 米兰milan walkways;
- – provide additional 米兰milan facilities such as chairs and priority seats for the elderly, as well as considering providing larger toilet compartments for priority use by the elderly in new 米兰milan toilets;
- – assist the elderly to improve their home environment;
- – help the elderly to integrate in an increasingly digital world.
Education and Youth Development
- Implement free quality kindergarten education policy from the 2017/18 school year, and invite the CCF to consider a one-off grant for kindergarten students from needy families 米兰milan 2016/17 school year.
- Turn the Senior Secondary Curriculum 米兰milan Grant and Career and Life Planning Grant into regular teaching posts from the 2016/17 school year. Aided secondary schools in need may apply to extend the retention period for surplus teachers up to the 2017/18 school year.
- Set up an $800 million Gifted Education Fund to nurture exceptionally gifted students aged between 10 and 18.
- Enhance School-based Educational Psychology Service by progressively improving the ratio of educational psychologists to schools.
- Review ways to extend the subsidy scope of the Mainland University Study Subsidy Scheme to assisting more students in financial needs to pursue further studies 米兰milan Mainland.
- Earmark a site for a Vocational Training Council campus with adequate capacity and state-of-the-art facilities.
- Enhance Funding Scheme for Youth Internship 米兰milan Mainland and launch Youth Development Fund.
Environment Protection and Conservation
- Study how to reduce urban residual pollution discharge into urban coastal waters and prepare for the construction of dry weather flow interceptors and the rehabilitation of trunk sewers in Kowloon and Tsuen Wan.
- Discuss new Scheme of Control Agreements with power companies to improve regulatory arrangements, enhance energy efficiency and promote renewable energy.
- Upgrade 米兰milan chargers and support property management companies to install more charging facilities to encourage the wider use of electric vehicles by the 米兰milan.
- Legislate as soon as possible to ban the import and export of ivory, phase out the local ivory trade, and strengthen enforcement against smuggling and illegal trading of ivory.
- Launch a Charter on External Lighting to promote switching off lights that affect the outdoor environment.
- Earmark $500 million fund for conservation of built heritage.
Health Care
- Spend $200 billion in next 10 years to provide some 5 000 米兰milan hospital beds and over 90 operating theatres, and strengthen ambulatory services.
- Invite the CCF to consider a pilot scheme providing teenage girls in financial need with free cervical cancer vaccination.
- Provide new generation psychiatric drugs and enhance psychiatric in-patient and out-patient services.
- Extend on a pilot basis Government Vaccination Programme and Vaccination Subsidy Schemes to persons with intellectual disabilities and those aged 65 or above.
- Reserve a site to develop a Chinese medicine hospital.
- Legislate to increase the number of lay members on the Medical Council of 米兰milan to improve the complaint and discipline mechanisms.
- Increase publicly-funded degree places in medicine, dentistry and other healthcare disciplines by 50, 20 and 68 respectively 米兰milan next 3 years.
Culture, Leisure, Municipal Services and District Administration
- Launch a $300 million Art Development Matching Grants Pilot Scheme.
- Free admission to permanent exhibitions of designated museums under the Leisure and Cultural Services Department.
- Appoint Commissioner for Sports to 米兰milan-ordinate cross-bureau or cross-departmental sports initiatives.
- Formulate a career programme for retired athletes, encourage schools and national sports associations to employ retired athletes.
- Provide more new niches, promote green burials and implement licensing scheme of private columbaria.
- Implement District-led Actions Scheme in all districts.
